I am starting to get more reports that this practice is getting rampant. Perhaps it is a sign of the times- everyone is busy and they send out a "runner" to do the inspection. I don't care what the excuses are but regardless, this is fraud.
If anyone knows this activity is taking place please report it to your state regulatory agency.
